About the Founder & CEO

Paulina Alvarado-Goldman is the Founder and CEO of Capacity Building and Policy Experts, LLC, a firm dedicated to strengthening democracies by building ethical, inclusive, and resilient institutions. She founded the company after watching talented people leave the nonprofit due to toxic environments and preventable systemic failures that placed people in no-win situations. These experiences revealed a recurring pattern: when strong missions aren’t backed by strong systems, both people and purpose suffer.

Motivated by this gap, she began researching best practices, testing organizational models, and creating tools to help leaders operationalize their missions, lead through crisis, and navigate change ethically and effectively. As a seasoned Interim Executive Director, she has led organizations through transitions and restructuring efforts that reduce conflict, improve service delivery, and build long-term sustainability.

Recognized as a global thought leader in ethical governance, anti-corruption, and data-informed strategy, Paulina has published extensively on the intersection of nonprofit ethics, corruption perceptions, and public trust. Her scholarly and practice-oriented publications explore how organizations can build transparent, values-driven systems using responsible technology and inclusive policy frameworks. She holds a Master’s in Policy Studies from Johns Hopkins University and a Master’s in Data Science from UC Berkeley.

Paulina also teaches public policy and administration at Rider University and serves on boards and committees focused on education, health, and civic engagement. Through her writing, teaching, and consulting, she equips mission-driven leaders with the frameworks, tools, and clarity they need to lead with integrity and impact.
